Packing list vs commercial invoice is a comparison people blur, because both documents list the goods. They answer different questions, though. The invoice says what was sold, to whom and for how much. The packing list says what is in each package and how heavy and bulky it is. Different people read them for different reasons, and they have to agree with each other and with the carrier's document, or the cargo can be queried at the border. This guide sets out what each document is, compares them side by side, shows where they must agree, explains how the packing list feeds the freight bill and covers the combined invoice cum packing list that India's rules accept.
For the invoice in detail, see what a commercial invoice is.
What Each Document Is
The US International Trade Administration's page on the packing list says a packing list itemizes the contents of each package, such as a box or a pallet, and includes weights, measurements and detailed lists of the goods in each package. It says the list should be included in the carton or package, and can be attached to the outside with a copy inside. Freight forwarders use it to determine weights and freight costs, and customs officials use it to check the contents of a specific package or carton.
Its guide to common export documents describes the export packing list in more detail: it lists the seller, buyer, shipper, invoice number, date of shipment, mode of transport and carrier, and itemizes the quantity, description, type of package, number of packages, total net and gross weight in kilograms, package marks and dimensions. The same guide describes the commercial invoice as a legal document between the exporter and the buyer that clearly states the goods being sold and the amount the buyer is to pay.
Side by Side
| Commercial invoice | Packing list | |
|---|---|---|
| The question it answers | What was sold, to whom, at what price and on what terms | What is in each package, and how heavy and bulky is it |
| Prepared by | The seller | The seller |
| Main readers | Customs for value and description, the bank, the insurer | The forwarder and carrier for weights and freight, customs for the physical check, the warehouse |
| Key content | Parties, description, HS code, quantity, price, currency, trade term | Package-by-package contents, number of packages, net and gross weight, dimensions and marks |
| Shows price | Yes | Not among the fields the US guide describes |
| What it drives | Customs value, duty, payment | Freight cost, handling and cargo checks |
| Substitute for the other | No | No |
The US guide says plainly that a packing list is not a substitute for a commercial invoice, and that because customs officials may use the packing list to check the cargo, the commercial invoice should reflect the information shown on the packing list.
Where the Two Must Agree
| Item | Compare with | Why |
|---|---|---|
| Quantity and description | The invoice and the packing list | The cargo is checked against both |
| Number of packages | The packing list and the transport document | Section 46(2) of the Customs Act says the bill of entry includes all the goods in the bill of lading or other carrier receipt |
| Gross and net weights | The packing list and the transport document | The freight is based on weight, and the carrier's document records it |
| Marks and numbers | The packing list, the packages and the transport document | Lets the cargo be matched to the papers |
| Invoice number | The packing list and the invoice | The packing list refers to the invoice it belongs to |
Section 111(m) of the Customs Act, 1962 makes goods that do not correspond in value or any other particular with the entry liable to confiscation, so a mismatch is a legal risk as well as a delay. Our guide to avoiding documentation errors shows how to compare the documents field by field.

How the Packing List Feeds the Freight Bill
IATA says air carriers can charge by volumetric or actual weight and use whichever is higher, and that the general rule for volumetric weight is the volume in cubic centimetres divided by 6,000. The weights and the dimensions come from the packing list. The example below is made up.
| Case | Cartons | Gross weight per carton | Volume per carton | Actual weight | Volumetric weight | Chargeable weight |
|---|---|---|---|---|---|---|
| Dense goods | 24 | 12 kg | 0.05 cubic metres | 288 kg | 200 kg | 288 kg |
| Light goods | 24 | 6 kg | 0.05 cubic metres | 144 kg | 200 kg | 200 kg |
For 24 cartons of 0.05 cubic metres, the volume is 1.2 cubic metres, or 1,200,000 cubic centimetres, which gives 200 kg when divided by 6,000. With dense goods, the actual weight of 288 kg is higher and is charged. With light goods, the volumetric weight of 200 kg is higher and is charged. If the packing list is wrong, the quotation is wrong. Our guide to chargeable weight in air freight explains the method.
The Combined Invoice Cum Packing List
India's Foreign Trade Policy 2023 lists a commercial invoice cum packing list among the mandatory import documents and says a separate commercial invoice and packing list would also be accepted. DGFT's How to Export guide says that under government guidelines the two documents required by customs have been merged into one, and that a packing list is required when the cargo contains more than one product. A combined document must still carry both sets of fields. If your supplier sends one, check that it shows the price, the terms, the package-by-package contents, the weights and the dimensions.
A Made-Up Pair of Documents
| Item | Invoice says | Packing list says | Result |
|---|---|---|---|
| Description | Stainless steel impeller | Stainless steel impeller | Match |
| Quantity | 1,200 units | 1,200 units, 50 in each of 24 cartons | Match |
| Packages | Not stated | 24 cartons | Check against the transport document |
| Gross weight | Not stated | 288 kg | Check against the transport document |
| Invoice number | INV-100 | Refers to INV-100 | Match |
| Transport document | Shows 22 packages | Mismatch with the 24 cartons |
The mismatch in the last row has to be settled before the bill of entry is filed. Either the packing list or the transport document is wrong, and the supplier or the carrier must correct it.
When Each Document Is Prepared
| Stage | The invoice | The packing list |
|---|---|---|
| Quotation | A pro forma invoice may be issued | Not yet possible, because the cargo is not packed |
| Production complete | Draft prepared | Prepared when the cargo is packed |
| Before handover to the forwarder | Final, matched to the order | Final, matched to the cartons |
| Booking and filing | The values and terms are used | The weights and dimensions are used |
Because the packing list can only be final once the cargo is packed, ask the supplier to send a draft as soon as packing is complete and before the cargo leaves the factory, so that errors can be fixed while the goods are still accessible.
What to Ask Your Supplier For
- One packing list per invoice, or a clear reference to each invoice it covers.
- Package-by-package contents for mixed cartons.
- Net and gross weights in kilograms, and the dimensions of each package.
- The marks that appear on the cartons.
- A copy inside or attached to the packages, as the US guide recommends.
Common Problems
- The packing list is prepared before the cargo is finally packed, so the counts and weights are estimates.
- Mixed cartons are not itemised, so a customs check cannot find what is inside.
- The packing list does not refer to the invoice, or one list covers several invoices.
- The marks on the cartons differ from the marks on the paperwork.
- Dimensions are missing, so the freight is quoted wrongly and re-quoted later.
A Checklist
- The packing list was prepared from the cargo as finally packed.
- Quantities and descriptions agree with the invoice.
- Package counts and weights agree with the transport document.
- Dimensions are shown, so that the freight can be calculated.
- A copy is inside or attached to the packages.
- The invoice number is shown on the packing list.

Not among the fields the US guide describes, which are contents, packages, weights, dimensions and marks. Follow your contract, and keep prices on the invoice.
Freight forwarders use it to determine weights and freight costs, and customs officials use it to check the contents of a specific package or carton.
Yes. India's Foreign Trade Policy lists a commercial invoice cum packing list as a mandatory import document and also accepts a separate invoice and packing list.
The cargo can be queried, and Section 111(m) of the Customs Act makes goods that do not correspond with the entry liable to confiscation. Have the supplier or carrier correct the document before filing.
Its weights and dimensions set the chargeable weight. IATA says air carriers use the higher of actual and volumetric weight, with volume in cubic centimetres divided by 6,000 as the general rule.
