Why Inspect Before the Container Is Sealed
Once cargo is loaded, sealed and en route, correcting a quality problem becomes vastly more expensive — replacement stock has to be produced and shipped again, defective goods often need to be returned or scrapped at destination, and the delay can blow through a selling season or a client delivery date. Third-party quality control inspection exists to catch problems while the goods are still in the supplier's factory or warehouse in China, when a defect can be reworked, a wrong shipment corrected, or a shipment held back entirely before the freight forwarder ever books space on a vessel or aircraft. For buyers who have never met their supplier in person, inspection is often the only independent check between placing an order and receiving it.
Types of Inspection: Pre-Production Through Loading
Inspection isn't a single event — different checks fit different points in the production cycle. A pre-production inspection (PPI) reviews raw materials and components before manufacturing starts, catching sourcing problems early. A during-production inspection (DPI), typically scheduled once a meaningful share of the order is complete, checks that early output matches specification before the rest of the run continues on the same footing. The most commonly booked check is the pre-shipment inspection (PSI), carried out once the order is finished and packed, verifying the finished goods against the purchase order and any approved samples. A container loading check (CLC) goes a step further, with an inspector physically present as the container is loaded to confirm quantity, verify the container is clean and structurally sound, and photograph the seal being applied.
What an Inspector Actually Checks
A standard pre-shipment inspection covers far more than "does it look right." Inspectors verify quantity against the packing list, check product against the approved sample or specification sheet for size, color, material and function, test a sample of units for basic workmanship and safety, confirm packaging and carton marking match what the buyer specified, and check that any required labeling — country of origin, care instructions, safety warnings, barcodes — is present and correct. For electronics or mechanical goods, functional testing on a sample of units is standard; for garments and textiles, measurement checks against a size chart and colorfastness are typical; for toys and children's products, safety compliance markings are checked closely given the scrutiny these categories receive at destination customs.
AQL Sampling: How Much of the Order Gets Checked
Inspectors do not check every unit in a large order — that would be impractical for anything beyond small runs. Instead, most inspections use Acceptable Quality Limit (AQL) sampling, an internationally recognized statistical method (based on the ANSI/ASQ Z1.4 standard) that defines how many units to sample from a given order size and how many defects in that sample trigger a pass, fail, or reduced acceptance. Buyers typically specify the AQL level for critical, major and minor defects when booking the inspection — a tighter AQL means a larger sample and a lower defect tolerance, appropriate for higher-value or safety-sensitive goods, while a looser AQL suits lower-risk commodity items where full compliance is less critical.
Booking a Third-Party Inspection
Inspections are generally booked through an independent inspection company rather than through the supplier, precisely so the check remains impartial. The buyer (or their sourcing agent or forwarder) provides the inspection firm with the purchase order details, approved samples or specification sheet, the factory address, and the expected readiness date; the inspector visits on the agreed date, and a report — typically including photographs, sample measurements, and a pass/fail recommendation against the agreed AQL — is delivered within a day or two. Scheduling the inspection needs to be coordinated with the production timeline and, just as importantly, with the freight booking, since cargo should not be booked onto a vessel or flight until the inspection outcome is known.
Common Defects Caught at Inspection
- Wrong quantity or wrong SKU mix — a frequent finding on orders with multiple product variants or colors.
- Cosmetic and functional defects — scratches, misalignment, or components that fail basic functional tests.
- Packaging and labeling errors — incorrect carton marks, missing barcodes, or labels in the wrong language for the destination market.
- Substituted materials — a factory using a cheaper material or component than what was approved in the sample.
What Happens When an Inspection Fails
A failed inspection is not the end of the shipment — it's a checkpoint. Depending on the severity and the buyer's relationship with the factory, outcomes typically range from a full rework and re-inspection, to sorting and removing defective units before shipment, to renegotiating price for a batch the buyer decides to accept with known defects, to cancelling the order and withholding final payment where the contract allows it. Because Chinese suppliers often work on payment terms tied to inspection sign-off, a documented pre-shipment inspection report also gives the buyer real leverage in these conversations rather than a dispute based on opinion alone.
