Shipping solutions for manufacturing companies have to cover several kinds of cargo at once, and each kind asks for a different answer. Small, valuable components that must arrive on schedule are not moved like a thousand tonnes of raw material, and neither is moved like a machine that weighs more than a loaded truck. On top of the choice of transport, a manufacturer faces rules that a trader may never meet: standards for machinery, duty schemes for capital goods, restrictions on second-hand equipment and the packing of heavy and awkward loads. This guide matches five kinds of cargo to shipping solutions, sets out the Indian rules that shape each choice, and covers packing, inventory strategy, customs and cash.
For the detail on equipment, see how to import industrial machinery from China to India. For the planning of heavy loads, see shipping heavy machinery internationally.
Match the Cargo to the Solution
| Cargo | Typical solution | The compliance point | Watch out for |
|---|---|---|---|
| Components and sub-assemblies | Air freight for urgent or valuable parts, sea LCL or FCL for planned volumes | Classification, and any standards for the finished product | Cut-offs, packaging size and wooden packaging |
| Raw materials | Containers or bulk shipments, depending on volume | Restrictions on scrap, hazardous goods rules and permits for primary agricultural products | Contamination, weight accuracy and storage |
| Capital equipment | A container if it fits, otherwise a flat rack, open top or breakbulk shipment | Import policy for new and second-hand goods, safety standards and duty schemes | Dimensions, weight and securing |
| Urgent spares | Air freight or courier | Customs filing speed, and dangerous goods rules for parts with batteries or fluids | The cost of downtime against freight |
| Finished goods for export | Sea or air from the plant | Export documents | Delivery terms and insurance |
No single mode wins in every row. Write the chosen solution for each row down, with a fallback, so that a late vessel or a cancelled flight triggers a decision made in advance and not an argument at the last minute.
For the urgent case, see air freight solutions for urgent industrial shipments.
The Rules That Shape the Choice
India's Foreign Trade Policy 2023 applies domestic standards and safety norms to imports. Within its second chapter, five provisions matter most to a plant:
- Used equipment (para 2.31). The policy's table makes second-hand desktop computers, air conditioners and diesel generating sets restricted items that need an authorisation. Refurbished or re-conditioned spares of capital goods come in freely if a Chartered Engineer certifies that they keep at least 80% of the original spare's residual life. Every other second-hand capital good is free, as are used goods sent in for repair, refurbishing or re-conditioning, on conditions about waste and re-export.
- Leased machines (para 2.34). DGFT's specific permission is not needed for lease-financed capital goods.
- Duty-free routes (para 2.35). Where duty-free import is allowed, Customs must hold a legal undertaking, bank guarantee or bond before it clears the goods.
- Bonded storage (para 2.36). Any person may import goods other than prohibited items, arms and ammunition, hazardous waste and chemicals, and keep them in a bonded warehouse, paying customs duty only when the goods are cleared for home consumption.
- Metallic scrap (para 2.32). Metallic waste and scrap must contain no hazardous, toxic or radioactive waste and no arms, ammunition or explosives.
DGFT's page on the Export Promotion Capital Goods scheme describes a route to zero customs duty on capital goods used before, during and after production. An IEC is required, and the scheme is open to manufacturer exporters, to merchant exporters tied to supporting manufacturers, and to service providers. Because the scheme has conditions, read Chapter 5 of the Foreign Trade Policy and the Handbook of Procedures before you count on it.
Standards for Machines and Equipment
India's Omnibus Technical Regulation Order on machinery and electrical equipment safety is the rule to check for plant equipment. According to a PIB release of 19 August 2025, it covers every machine and item of electrical equipment named in its first Schedule from 1 September 2026, while assemblies, sub-assemblies and components follow from a date still to be notified. The Bureau of Indian Standards certifies and enforces. Goods made in India for export, construction equipment governed by the Central Motor Vehicles Rules and products already covered by other BIS Act orders are exempt. As that start date has now passed, ask BIS or the Ministry of Heavy Industries whether your equipment is listed and what evidence you need before you place the order.
Packing and Securing
The IMO/ILO/UNECE CTU Code, a non-mandatory code of practice, sets out key requirements for packing cargo transport units. Among them: select the most suitable unit for the cargo, prepare a packing plan where needed, choose securing methods suited to the cargo, the mode and the unit, do not exceed the permitted payload limits, distribute heavy cargo appropriately over the floor area, load with the centre of gravity correctly located, fill void spaces and use blocking or lashing, or both, to prevent sliding and tipping in any direction. If any packaging is raw wood, the standard ISPM 15 requires approved treatment and a mark. See our guide to how to prepare cargo for international sea freight.
Inventory Strategy
Shipping solutions depend on how much stock you hold. A line that runs on a tight schedule needs reliable, scheduled lanes and early filing, while one with a safety buffer can use slower, cheaper transport for some of its inputs. Our guide to just-in-time vs just-in-case inventory strategies explains the trade-off, and how retailers can improve inventory planning through better logistics shows the reorder-point arithmetic.
Plan Around the Calendar
A plant's schedule meets the transport calendar at predictable points. Factory closures at the supplier, congestion at the port and weather on the inland leg can each move a delivery date, so put them into the order calendar before the purchase order goes out. Our guides to Chinese New Year shipping shutdown planning and monsoon season shipping delays in India explain how to build the two best-known disruptions into your plan.
Customs and Cash
Duty on a self-assessed bill of entry is payable when it is presented, under Section 47(2) of the Customs Act, 1962. The Reserve Bank's Master Direction on Import of Goods and Services sets the timing for the money. Payment for ordinary imports is expected within six months of shipment, but capital goods can be bought on deferred payment arrangements of up to three years, and an advance paid for capital goods is expected to be matched by physical import within three years instead of six months. The bank will also ask for documentary evidence of import. A new machine therefore needs a longer cash plan than a box of components.

A Made-Up Plan for a Mid-Size Manufacturer
The plan below is made up. It shows how one plant might assign its cargo.
| Cargo | Solution | Cadence | Notes |
|---|---|---|---|
| Electronic sub-assemblies | Air freight, consolidated | Weekly | Valuable, light, firm cut-offs |
| Metal components | Sea LCL | Monthly | Heavy, planned, wooden packaging checked |
| Resin raw material | Sea FCL | Quarterly | Hazard status confirmed before booking |
| Critical spares | Air freight or courier | As needed | Spares list reviewed twice a year |
| New machine | Flat rack, with route and permit planning | One-off | Standards evidence and duty scheme checked first |
Choosing Partners
A forwarder arranges the transport, a licensed customs broker deals with customs, a specialist handles heavy or dangerous cargo and a warehouse partner receives goods. Ask each partner for its experience with your kind of cargo, and agree in writing who files, who pays and who answers queries. See customs broker vs freight forwarder.
A Manufacturer's Shipping Checklist
- Each cargo type has a named solution and a fallback.
- Import policy, standards and permissions are checked for every new item.
- Packing plans exist for heavy and awkward loads.
- Wooden packaging is treated and marked.
- Dangerous goods are identified before booking.

Frequently Asked Questions
Use air for urgent, valuable or light parts where the cost of delay exceeds the freight premium, and sea for planned, heavy or bulky inputs. Test the choice with the cost-of-delay calculation.
Under para 2.31 of the Foreign Trade Policy 2023, second-hand capital goods are free apart from the items the para restricts, such as desktop computers, air conditioners and diesel generating sets, and refurbished spares need a Chartered Engineer's certificate of at least 80% residual life.
DGFT says it allows import of capital goods for pre-production, production and post-production at zero customs duty, and an IEC is required. It has conditions, so read Chapter 5 of the Foreign Trade Policy.
The Machinery and Electrical Equipment Safety Order applies from 1 September 2026 to machines and electrical equipment in its first Schedule, per PIB. Check whether your machine is listed and what evidence BIS requires.
The CTU Code says to choose the right unit, make a packing plan, secure the cargo against sliding and tipping, stay within payload limits, distribute weight over the floor and locate the centre of gravity correctly.
The RBI Master Direction treats deferred payment arrangements of up to three years for capital goods as trade credits, with the procedures set by its separate direction on trade credits.
