India to Belarus shipping has no single published door-to-door product that we could find. On the routing this guide covers, a container leaving an Indian port for Belarus, which has no coast, is a chain: a sea leg to a Russian port, a rail leg across Russia, and customs steps inside the Eurasian Economic Union (EAEU) before delivery. This guide checks each leg against the carrier and official pages we could read, says plainly what we could not confirm, and sets out the sanctions checks that come first. It quotes no rates. For the port and the railway in general, see Vladivostok as a trade gateway for India and Trans-Siberian Railway cargo from India.
How Large Is India-Belarus Trade?
The Indian Embassy in Minsk publishes a trade page with a yearly table. It shows total trade of USD 59.05 million in 2023-24, USD 106.69 million in 2024-25 and USD 104.63 million for April 2025 to January 2026, which is ten months, so do not set it against a full year. In 2024-25 the table shows Indian exports of USD 69.33 million and imports of USD 37.36 million. The page also says the balance remains in favour of Belarus, which does not match its own table for those two years, so read the table and ask the embassy if the difference matters to you.
The page lists Indian exports to Belarus that include pharmaceutical products, drying machines, rice, tea, coffee, marine products, heat exchange units, cereals, yarn and rubber or plastic processing machinery. It lists transport and logistics among potential areas of cooperation and says the potential for increased cooperation is considerable.
Which Legs Can We Confirm?
| Leg | What the sources say | Status |
|---|---|---|
| Indian port to Vladivostok | One reefer example from Nhava Sheva via Shanghai: 35 days | Example only, March 2025 |
| Vladivostok to Minsk by rail | FESCO lists regular container trains in both directions, transit 14 days | Listed; frequency not stated |
| Customs between Russia and Belarus | Not described on the carrier pages | Not confirmed |
| Western alternative | FESCO's India page gives 22 days from India to St. Petersburg | Rail from St. Petersburg to Belarus not sourced |
A SeaNews report of 26 March 2025 says Indian grapes in reefer containers were loaded at Nhava Sheva on a FESCO ship, carried to Shanghai, moved to another vessel there and delivered to the Commercial Port of Vladivostok in 35 days. That is one cargo, not a schedule, and it shows only that the Pacific port can be reached from India through a Chinese hub. FESCO's India export page does not mention Vladivostok in connection with India. It describes the Baltorient line, with sailings through Mundra to St. Petersburg, an estimated 22 days and shipments every 2 weeks, and its table is not clear on the Nhava Sheva figure, so confirm any number with the carrier. For the direct east coast idea, see the Chennai-Vladivostok corridor.

What Does the Rail Leg Look Like?
FESCO's container trains page lists a regular container train from Vladivostok to Minsk and one from Minsk to Vladivostok, each with a transit time of 14 days. It names only the end points and gives no frequency for them. An older report of March 2017 on the 25th train of the service says a weekly rail service ran from Vladivostok port to Kolyadichi station in Belarus, started in September 2016, and that the 25th train arrived in 10 days. Treat that as history, not a current schedule, and note that the two sources give different transit times.
Neither source says where customs clearance happens, whether the cargo travels under customs transit, or who the Belarusian consignee's broker must be. Those are the questions to put to the carrier before you accept a quote.

What Do EAEU Transit and Belarus Customs Add?
Russia and Belarus are both EAEU members, so cargo moving between them is handled under Union rules, which a customs broker should confirm for your goods. Three items from the sources are worth knowing.
- Navigation seals. A Common Customs Guarantor item attributed to the Eurasian Economic Commission says tracking with navigation seals has run in a first stage since 11 February 2026 and that a second stage was due to start on 31 July 2026. Under the customs transit procedure the page says seals apply to all goods moved by road, and to selected categories moved by rail: clothing, footwear and household appliances, subject to exemptions in an EEC Council decision of 9 July 2026. Ask whether your cargo and procedure are covered.
- Third-country transit agreement. A CCG report of 30 June 2026 says the Agreement on a Unified Customs Transit System of the EAEU and third countries took effect on 29 June, provides for electronic navigation seals and lets interested non-Union countries join. We did not find that India is a party, so do not assume it applies to Indian cargo.
- Belarusian checks. A Belarus customs news item of 24 June 2026 describes Gomel officers finding goods from Russia with no information about customs clearance for movement into EAEU territory. The item is about enforcement, not procedure, and it does not set out the rules for cargo under transit, so read it only as a sign that officers check clearance information on goods arriving from Russia.
What Sanctions Checks Come First?
Belarus and Russia are both subject to restrictions in several jurisdictions, and the lists change in both directions. The notes below point to official wording, are not advice and do not describe any way around a control.
OFAC's Belarus sanctions page says the program implements multiple executive orders and statutes, names Executive Orders 14038 and 13405, points to the regulations at 31 CFR Part 548 and lists general licences, among them one dated 26 March 2026 on transactions involving the Belarussian Bank of Development and Reconstruction. Its recent actions include Belarus designation removals dated 21 October 2026. Read the current text rather than a summary, because licences and removals change what is allowed.
The US tri-seal compliance note of 2 March 2023 covers Russia and Belarus together. One of its red flags is a change in shipments or payments that were previously scheduled for Russia or Belarus, and another is routing purchases through certain transshipment points that the note describes as used to illegally redirect restricted items to Russia or Belarus. It says such locations may include China (including Hong Kong and Macau), Armenia, Turkey and Uzbekistan, and that the list is not exhaustive and is subject to change. A Chinese hub also appears in the reported grapes routing, so keep a written record of why a routing was chosen in case a carrier or bank asks.
The carrier needs screening too. Interfax reported on 23 October 2025 that the EU's 19th package listed PJSC FESCO. We could not read the EU or UK Belarus measures for this guide, so if you have EU or UK exposure, check those lists yourself and take advice from sanctions counsel and a customs broker. Our wider overview is in Russia sanctions and logistics compliance.
A Made-Up Planning Example
All figures are invented except the two sourced ones, which come from different cargo and different sources and are used here only to show the arithmetic.
| Step | Planning days |
|---|---|
| Cut-off and gate-in at the Indian port | 5 |
| Sea leg to Vladivostok (one reported example) | 35 |
| Discharge, handling and rail booking at Vladivostok | 6 |
| Rail to Minsk (carrier page) | 14 |
| EAEU customs and delivery in Belarus | 8 |
| Total for planning | 68 |
A buyer in Belarus should hear a range built from written quotes, not the sum of two quoted legs. Replace every invented figure with the carrier's written schedule.
What Should an Indian Exporter Prepare?
Indian export formalities, including the Importer Exporter Code, are covered in what is an IEC and who needs it and the India to Russia documentation checklist, and your customs broker can confirm the rest for your goods. Some food, marine-product and pharmaceutical consignments on the embassy's list may need temperature and handling terms agreed in writing; see container types explained. Payment terms need care on a lane where banks may ask questions, so read letters of credit and trade finance.
A Pre-Quote Checklist
- Ask the carrier for the full routing, every transhipment port and the written schedule.
- Ask where customs clearance happens and under which procedure the cargo moves.
- Confirm whether navigation seals apply to your goods.
- Screen the buyer, consignee, carrier and banks, and keep the record.
- Compare the St. Petersburg alternative before you commit.
- Agree who owns the risk at each handoff.

Frequently Asked Questions
We found no published through service. The sources show one India to Vladivostok reefer example via Shanghai and a FESCO rail service from Vladivostok to Minsk, so the chain has to be confirmed leg by leg with the carrier.
FESCO's container trains page lists 14 days for Vladivostok to Minsk. An older report of the 2016 weekly service gave 10 days for one train, so confirm the current figure in writing.
The Indian Embassy in Minsk table shows USD 59.05 million in 2023-24 and USD 106.69 million in 2024-25. The 2025-26 figure of USD 104.63 million covers April 2025 to January 2026 only.
An EEC-attributed item says the second stage was due to start on 31 July 2026 and covers all goods moved by road under customs transit and selected rail categories: clothing, footwear and household appliances, subject to exemptions. Ask your broker about your cargo.
It depends on your jurisdiction, goods, parties and banks. OFAC publishes a Belarus program with executive orders, regulations and general licences. Read the current text and take advice before booking.
We do not publish a Belarus office, a Vladivostok office or a scheduled service on this lane. Send us your cargo details and we will advise whether and how we can handle it.
